To better support new WASH market-based programmes, Oxfam GB commissioned the development of a generic M&E framework and associated ICT tool for the WASH sector, which can be adapted to the different local contexts. This should help programmes to improve their monitoring and evaluation requirements and build the evidence-base for market-based approaches.The main objectives of the M&E framework are to: 1 Monitor efficiency and effectiveness of involvement of market and various market actors in critical/ essential WASH goods and services delivery to affected communities. 2 Evaluate effects associated with WASH market rehabilitation. 3 Assess gender imbalances and access to WASH markets for poor and vulnerable groups. 4 Analyse overall performance (in terms of costs, benefits and quality) of market responses compared with traditional responses.
