The purpose of this document is to explain the process and the objectives of the diagnostic study of local construction (shelter/housing and habitat) in a comprehensive manner in order to allow for the development of humanitarian projects in the Shelter/Housing sector in Timor-Leste.It covers the whole of the different stages of diagnosis, and is intended for the use of technicians in the Shelter/Housing sector in Timor- Leste.
