This Guidance Note addresses the needs of vulnerable families (IDPs, returnees or host communities) during the winter months. All interventions should be based on needs assessments and blanket distributions1 should be avoided. Exceptions could be considered when there is a high risk of tensions between beneficiaries and nonbeneficiaries.
