The Meeting was attended by representatives of the World Bank, World Economic Forum, 3 humanitarian donors, 5 IASC clusters, 6 UN bodies, 26 NGOs, 2 IOs, 4 representatives of the Red Cross Movement, 5 independent humanitarian shelter experts and 1 government, as well as researchers from 6 academic institutions.

Proposal Humanitarian platform on child friendly reconstruction

Seki Hirano presented a proposal to setup a global child friendly "School Infrastructure Prioritisation Tool” (SIPT) focused on issues of school infrastructure for all humanitarian stakeholders to share and agree upon best practices on design and implementation.

 

Proposal Monitoring Recovery: Introducing ReBuilDD

Keiko Saito, Cambridge University, discussed an initiative to develop a technical tool for remote sensing for built environment, disasters and development (ReBuilDD) based on demand in the humanitarian community. For more information, please contact: keiko.saito@carltd.com

 

Proposal ‘Transitional reconstruction’ guidelines

Shelter Centre presented a proposal for a common planning tool which links strategy, programmes, projects and technical information and supports coordinators and specialists in implementing shelter and reconstruction programmes for populations that were not displaced or that have returned.

 

Proposal Common humanitarian technical library

Shelter Centre presented a proposal for the setup of an ‘open source’ platform where technical knowledge and field experience could be shared on an inter-sectoral basis and on a regional and global level. The platform would aim to include inter-sectoral guidance, regional case studies, practical studies and lessons from the field provided by the humanitarian community.

 

 

 

Presentation Transitional Shelter guidelines

Shelter Centre provided an update on the progress of the Transitional Shelter guidelines project, informing specifically about the evaluation mission to Pakistan and inviting comments on the scope of the term ‘transitional shelter’.

 

Presentation Transitional Shelter Prototypes project

Shelter Centre presented an update on the progress of the project and led a discussion on the challenges of procurement. 

 

Presentation Transitional Shelter Standards

Shelter Centre distributed the final draft proposal of the Transitional Shelter Standards booklet, inviting comments.

 

Presentation NRC Core Activity Database (CAD)

Oyvind Nordlie, NRC, led a discussion on NRCs Core Activity Database, a sector project linked to Shelter Centre’s webpage and focusing on the collaborative development of qualitative indicators for humanitarian shelter operations. 

 

 

 

Shelter Centre led a discussion on humanitarian technical workshops that will support relevant regional stakeholders in the appropriateness and quality of disaster preparedness, response and recovery. The workshops will be made sustainable through accredited ‘training of trainers’. Consistent, standardised and regular training for stakeholders will be conducted using supported resource management including a website that will act as a regional learning platform.

 

To support the regional humanitarian technical workshops, an advisory group will be formed to oversee the workshop programme and support the accreditation process. The advisory group members will nominate people to participate in the workshops, review the workshop programme material and content to ensure that key organisational messages are conveyed. 

 

Announcement 1st Housing Forum Europe and Central Asia

Mario Flores and Robin Black, Habitat for Humanity, announced the 1st Housing Forum Europe and Central Asia that will focus among others on housing rights and sustainable relief and reconstruction. The forum will take place in April 2011 and is organised by Habitat for Humanity, IFRC, UNDP and the UN/ECE.

 

Presentation Urban Shelter Guidelines

Martin Suvatne, NRC, presented the launch edition of the ‘Urban Shelter Guidelines’ that are the result of collaboration between the NRC and Shelter Centre. The project has been funded by DFID as part of the Shelter Funding initiative.

 

Presentation Collective Centre Guidelines

Kimberly Roberson and Kelly Ryan, UNHCR, presented the collective centre guidelines which were developed for the Camp Coordination and Camp Management clusters offering guidance for setting up and managing collective centres in post-disaster contexts.

 

Presentation ‘Shelter after disaster’ guidelines

Shelter Centre launched the guidelines which are the revision of the key publication 'Shelter After Disaster: Guidelines for Assistance;, published in 1982 by the Office of the United Nations Disaster Relief (now United Nations / Office for the Coordination of Humanitarian Affairs). These guidelines offer governments, coordinators and implementers a framework for integrated shelter, settlement and reconstruction following natural disasters. 

 

Presentation 'Shelter Projects 2009'

Sandra D'Urzo, IFRC, and Esteban Leon, UN-HABITAT, presented ‘Shelter Projects 2009’, a collection of post-disaster and post-conflict case studies following up on Shelter Projects 2008. 

 

Presentation ‘Timber as a construction material in humanitarian operations’ guide

Isabelle de Muyser Boucher, UN/OCHA, announced that the ‘Timber as a construction material in humanitarian operations’ guide is to be printed by IFRC in 2011.

 

Presentation Green Recovery and Reconstruction Training Toolkit

Charles Kelly, UNDP, presented the Green Recovery and Reconstruction Training Toolkit, developed in cooperation with 17 agencies of the humanitarian and development community. The training was launched in November 2010.

 

Presentation Owner-driven Housing Reconstruction Guidelines

Sandra D'Urzo, IFRC, introduced and distributed the IFRC guidelines on owner-driven housing reconstruction, published in 2010. Feedback from practitioners will be integrated in a final version to be published in 2012.

 

Presentation Cluster Approach Guidelines

Nuno Nunes, IOM, presented the Cluster Approach Guidelines which were developed by IOM and Shelter Centre as internal guidelines for IOM staff operating within the IASC cluster system. The guidelines are undergoing a final internal review and will be published in 2011.

 

Presentation Shelter community website and library

Shelter Centre launched its completely rebuilt website and library live during Shelter Meeting. The website offers greater interactivity, through online discussions; geo-referencing of library contents, events, news and membership.
