The purpose of this report is to provide a conceptual and operational framework for Bank staff working in post-conflict situations, while encouraging the ingenuity, creativity, and initiative appropriate to individual country situations. The recommendations for change consolidate much of what has already been learned, rather than leading the Bank into new territory. The overall development of this new framework has taken place in the context of widespread consultation with operational staff in concerned countries and has benefited from significant consultation with the Bank's Executive Directors and senior management and with a broad circle of international actors-the United Nations agencies, nongovernmental organizations (NGOs), and representatives of concerned governments.
