This guidance is provided to assist those organisations planning to coordinate the activities of spontaneous volunteers. This can range in scale from the set up of Volunteer Reception Centres (VRCs) in permanent buildings across a region to a single VRC in a gazebo near a localised incident, as appropriate for the situation. The documents in this guidance are intended to provide reference and assurance regardless of whether the management of spontaneous volunteers is led by statutory responders or commissioned to community or voluntary organisations. The entirety of the approach described in these documents will only be appropriate in specific contexts, but aspects of this guidance will be relevant to all emergency scenarios.
