Keynote Speech

The speaker thanked CARE as co-host of Shelter Meeting 06b, and Shelter Centre as organisers of the Shelter Meetings, which he noted was an excellent opportunity for the community to share knowledge and benefit from field experiences.

He emphasised that shelter was one of the least funded sectors of humanitarian work, despite its importance, and that shelter should be about enabling communities more than about delivering shelters.

He also stressed the importance of land tenure issues, and the work of UN-Habitat in finding ways to resolve land tenure issues in the wake of disasters.
